Vincent McCauley was born on March 8, 1906 at Council Bluffs, Iowa. In 1934, Vincent entered the Congregation of Holy Cross. Ordained priest in 1934, Vincent undertook the systematic missionary vocation.
In 1961, Pope St. John XXIII consecrated Vincent as the first Bishop of Fort Portal Diocese in Uganda — the new diocese in the Ugandan Ankole region.
For 11 years (1961–1972), Vincent served as Bishop of Fort Portal — undertaking the systematic evangelization of the Ugandan Ankole region and the systematic training of the native Ugandan clergy.
In 1972, Vincent resigned the Fort Portal see to serve as President of the Association of the Member Episcopal Conferences of Eastern Africa (AMECEA) — the first President of the continent-wide East African Bishops' organization.
He died at Notre Dame, Indiana on November 1, 1982.
